Mainly need-based aid toward tuition for BGU bachelor's students in the standard years of their faculty who study at least half a course load each semester. Teaching-certificate students, 4th-year natural sciences or humanities and social sciences students, and 4th-year accounting-track economics students may also apply. The eligibility criteria are set out in the application form and follow a public committee's guidelines. Aid may be given as a scholarship or as a loan. The office also lists scholarships for outstanding athletes, for students with physical disabilities and for students who excel in volunteering.

Recipients must do community social activity, except students of the Social Involvement department, Rozman/Shwartz/BBK recipients, first-year students and students with children; without proof of completed activity the award is cancelled retroactively. Each recipient must also do one or more of the following: write a thank-you letter in Hebrew and English, attend the award ceremony, meet the donor, or respond to any university request about the aid. Missing these duties forfeits the award. Changes in finances and outside scholarships must be reported, and the award may then be offset or cancelled.

Excellence scholarship for continuing students

For bachelor's students in advanced years with regular standing and at least 30 credits actually completed this year. Last year they must have accumulated 30 credits (double-major: at least 12 in each department). Their last-year average must be in the top 3% or 5% of the department. For double majors, that means top 3%/5% in one department and top 10% in the other. For law joint programmes, top 3%/5% in law and top 20% in the joint programme. Top 3% receive the higher 'outstanding excellence' scholarship; top 5% receive the excellence scholarship. Achievements from another institution do not count. The amount is set each year by the budget. Final-year students in programmes longer than 3 years receive up to 50% of that year's amount.
How to apply
No application: the university identifies candidates automatically and the scholarships unit writes to them in the weeks after the year starts. High achievers who were not identified may contact the unit. Appeals can be filed until the end of semester A.

For bachelor's students at the University of Haifa only, not its branches (Mabachar students excepted). Eligibility is checked in two stages. Stage 1 is basic criteria: normal academic progress and regular standing; enrolment in 30 credits a year (75% of a structured programme); for continuing students, grades for at least 30 credits from last year with an average of 80+ in each department; for first-year students, a raw psychometric score of at least 575, with listed exemptions. Stage 2 is a socio-economic score. It counts gross income per person, household size, work during studies, military or national service, reserve duty, new-immigrant or lone-student status, a seriously ill first-degree relative, and a spouse who studies or serves. The amount is set each year by the scholarship budget.
How to apply
Apply online once a year in the student portal: Forms tab → Dean of Students aid application. The 2026-27 round opens during August 2026. Students starting in semester A apply from early August until two weeks after the academic year opens. Semester B or summer starters apply from a week before until a week after their semester starts. New students can enter the portal only after paying the tuition advance. Appeals are accepted within two weeks, only with new information.

There is no excellence scholarship in year 3. The amount is set each year by budget and paid in one payment.

First-year students receive a scholarship equal to basic tuition. Continuing students receive the same if their last-year Ofakim average is 86+, they completed 14+ Ofakim credits and 16+ credits in their second department last year, and the programme head formally recommends them.

Scholarships from the Dean of Students' Social Involvement Unit in exchange for social and community activity in 2026-27. Each programme sets its own activity, hours and amount, for example 140 hours a year for 10,000 ILS in the city and regional programmes, 120 hours for 8,000 ILS, or 60 hours for 4,000 ILS in the Druze students' programme. Most programmes are for bachelor's students, with priority from year 2, and for master's students. Several are limited to residents of a specific city or area (Haifa, Nesher, Hof HaCarmel, Tirat Carmel) or to a specific community. Students can be accepted to one programme only (no double scholarships), and places are limited.
