Psychometric English section or AMIRNET
At least pre-basic English (50–84), which is a conditional admission; every student takes an English classification. Programs may require more.
YAEL or YAELNET, if your school did not teach in Hebrew
For applicants whose school did not teach in Hebrew (exempt if the psychometric was taken in Hebrew): YAEL/YAELNET 120+ is an exemption, 90–119 is conditional admission, and in 2026/27 a score of 109 or below also requires the academic Hebrew course. Programs may require more.

For new students whose first year at the University of Haifa (not its branches) is 2026-27, with a raw psychometric score of 600–699, admitted to one of the qualifying departments on the 2026-27 list. 25 hours of social activity are required. Not eligible: students who registered before and did not finish a degree, students in dedicated or employer-funded programmes or with more than 15 recognised prior credits, and six-year medicine students starting in 2026-27. Only one scholarship is given if admitted to two qualifying departments. Places are limited and given first come, first served.

For new students whose first year at the University of Haifa (not its branches) is 2026-27 and whose raw psychometric score is 700 or more. They need normal progress and regular standing; new immigrants of up to 10 years and minority students admitted conditionally over the Hebrew test are excepted. They must actually complete at least 30 credits (75% in structured programmes). Not eligible: students who registered before and did not finish a degree, students in dedicated or employer-funded programmes or with more than 15 recognised prior credits, and six-year medicine students starting in 2026-27. No social activity is required in 2026-27. Places are limited and given first come, first served.

Official name: מלגת הצטיינות לסטודנטיות וסטודנטים ותיקים
For bachelor's students in advanced years with regular standing and at least 30 credits actually completed this year. Last year they must have accumulated 30 credits (double-major: at least 12 in each department). Their last-year average must be in the top 3% or 5% of the department. For double majors, that means top 3%/5% in one department and top 10% in the other. For law joint programmes, top 3%/5% in law and top 20% in the joint programme. Top 3% receive the higher 'outstanding excellence' scholarship; top 5% receive the excellence scholarship. Achievements from another institution do not count. The amount is set each year by the budget. Final-year students in programmes longer than 3 years receive up to 50% of that year's amount.
No application: the university identifies candidates automatically and the scholarships unit writes to them in the weeks after the year starts. High achievers who were not identified may contact the unit. Appeals can be filed until the end of semester A.
